Background

Intersite Property Management Services (“Intersite”), is a wholly owned subsidiary of Passenger Rail Agency of South Africa (“PRASA”) and manages their property portfolio. Intersite started as a property division of the then South Africa Rail Commuter Corporation in 1991. In 1992 Intersite was established as a separate entity to manage and develop the property portfolio of SARCC, which it continues to do so within the new strategic direction and objectives of PRASA.  

 

Role of Intersite within PRASA   Intersite’s primary roles are of being a Property Asset Manager, Property Developer and Facilities & Estate Manager for PRASA. In fulfilling these roles Intersite’s primary customer is the PRASA divisions of Metrorail and Shosholoza Meyl and the subsidiary, Autopax, but the ultimate customer is the passenger.  With the major shift in PRASA’s strategic objectives to deliver on it’s vastly increased mandate, Intersite’s role within PRASA has been elevated to that of being a Strategic Partner to PRASA. Intersite has been empowered to deliver on the development of a property portfolio that significantly contributes to PRASA's enablement to realize its commitments to its shareholder, the Department of Transport.

 

In response to the revised mandate, Intersite has developed a corporate real estate management model based upon world best practice, to provide PRASA with Corporate Real Estate Solutions (CRES) capability and is founded on the four pillars of corporate real estate management, namely:

 

• Strategy and business development

• Real estate asset management

• Project and property management

• Facilities and estate management

Mandate

The Intersite mandate has been substantially redefined to align with the intentions of PRASA.  In playing its role, Intersite will contribute to the subsidy received from the Department of Transport and the reduction of requirements of subsidy per customer.

 

The long term goal of PRASA is to be a commercially viable business entity capable of delivering efficient, high quality transport services on a sustainable basis.  The recapitalisation of the PRASA railway infrastructure and rolling stock asset base is fundamental in achieving this. 

 

The role of the property portfolio is critical in this commercial transformation.  The property portfolio requires refocusing, expansion and development –  transformation from a limited commuter rail based operational property portfolio to a dynamic, sustainable corporate real estate management (REAM) base.

 

This requires that Intersite transforms from it’s  historical role of being a property management agent, responsible for a property portfolio that supports the commuter rail business to being a fully fledged corporate real estate  and property investment company that manages the asset base in a sustainable way to generate increased revenue streams,  enable the efficient leverage of the balance sheet and provide station precinct environments that enhance the passenger’s travelling experience while actively encouraging increased rail and bus patronage.

 

A new, pro-active, dynamic and innovative role is necessary for Intersite to fulfil this revised and expanded mandate, one that focuses on providing corporate real estate solutions that will sustain the PRASA Group.
